    whatsit?

This piece is about 2 inches in diameter. Bent up, but would have been a circle. The tab might be on incorrectly, but could only have gone 1 other way, basically just turned the other way. Any ideas? Thanks!

I think the lever part (if turned around ) would fit in such a way that it would it flush arcoss the flat part of it at top in the photo and one it was "closed" would act as a tightener of some sort --the holes are bolt holes or peg holes where it fit onto or attached to something

It looks like a locking latch of some kind. Notice the wear on the lever? Looks like a pin / post would go through the center hole, then the lever would rotate into a slot / groove in the pin.
