Looks like a rail holder of some sort. Base has 2 screw/nail holes to mount it.

    yep its for your finger
I live in a state of rules where I am not permitted to live on my own country land because my home is not 130 MPH rated! I can only visit it from time to time and pay the fines.  I feel so safe with Big Government protecting me. In some states its illegal to collect rainwater.

Finger ring from a brass candle holder ca. 1840-1850. These are also referred to as "chambersticks".

Fyrffytr1 and BigCypressHunter (and CC Hunter, whose reply arrived while I was typing this post) are correct... it is the finger-ring from the base of the handheld version of a candlestick-holder. (The handheld version was constructed so you could walk around the house -- or to the little house out back -- without spilling hot wax on your fingers, as you definitely would when using a tabletop-type candleholder for such trips. I figured you'd like to see the full form of the object your find was a part of, so here's a photo for you. It shows how the finger-ring was attached to the candleholder's base with two rounded-head rivets.
