    Need help to identify this

    One of our group's members brought this item to our meeting tonight. He said he found it in PA's coal mining region near an old tree. It weighed about three ounces. It was about two inches in diameter. There is a post on the reverse that is threaded. Any ideas on what it might have been used on?

    A bell?
    I live in a state of rules where I am not permitted to live on my own country land because my home is not 130 MPH rated! I can only visit it from time to time and pay the fines.  I feel so safe with Big Government protecting me. In some states its illegal to collect rainwater.
