Please help ID this Iron and Brass tool

It has a patent date of June 5, 1900 on it. The brass cutting part on the bottom has an adjustable knife sort of like a plane. The pointed tip look like it would fit in an old hand drill.
I searched google patents for this date and found a tenon cutter that had a similar cutting part, but nothing else.

Looks kind of like a dowel rod turner. For a lathe setup?

I sold a similar cutter on Ebay a couple of years ago. Bought it in a 5 gallon bucket of misc. for $2.
    Sold for 185.00
    Apparently...very collectible.

I live in a state of rules where I am not permitted to live on my own country land because my home is not 130 MPH rated! I can only visit it from time to time and pay the fines.  I feel so safe with Big Government protecting me. In some states its illegal to collect rainwater.
