small buckle that I found in a civil war camp.

It has. U. L. M. B. A. above the 2 clasped hands and 192 below. Any ideas?

What state did you find it in?

I'm only guessing, but you item may be post Civil War. There were 100's of fraternal organizations in the latter part of the 19th century.
U. L. could be "Union League". The was a Union League of Alabama during Reconstruction. This item could be from a local chapter.
Can you be more specific about the location of the find?
Are you sure it is a buckle? It looks more like a pin to me.

Tough one. The M.B.A. part of this acronym may stand for the commonly used "Mutual Benefit Association" or "Mutual Benevolent Association".
The clasped hands symbol may give some credence to this. However I've not been able to come up with anything that works with either of them.
