It's common to find construction items around bridge sites. I have two large jacks found when they replaced a bridge on the Red River in Central Louisiana. Often the construction crews would loose a heavy item that normally fell to the bottom of the river bed or was lost in river mud. Thats a nice large block.

Perhaps a cable stringing rig used for a small or moderate sized suspension bridge.
I can't find an example or suggest exactly how it would be employed. It just has that look.
