    No idea

    I found this in my yard. It's pretty heavy for its size. The rust makes me think it's iron, but the part of the upper portion that hasn't quite rusted doesn't look like iron and is black in color.

    How about a grommet hole punch? Looks about the right size and shape. Is it open on the tapered end and just packed full of dirt and debris?
