    This is probably waaaaaay out on a limb, but it looks like a hammered and carved Williams Cleaner bullet. Maybe it's late and my eyes are tired, but it was the first thing that popped into my mind. Breezie

    It seems too uniform and smooth to hammered or carved. It appears to have been made this way?!?!

    Looks like a lead seal with the wire loop rusted away.
