[SOLVED] Is this for opening up barrels?

About 5 years ago or so I was searching a bottle dump with my girlfriend and she found this piece by the base of the hill. My original assessment was that it was used to open metal drums of some sort and my thoughts have stayed the same since. I've tried numerous times to pull up information on this piece but have yet to find any similar items. Any thoughts about what this may be?

p.s. At one time there were several RR tracks very close to this area.
