    That one is probably Honorius but could also be Arcadius.

    Not a very good indication of rarity as before 1966 the detectorist weren't about. Now there are tons of them. I have found at least 6 of this type. Its one of the more common type, however its in top condition.
    You are absolutely correct. The R.I.C. volumes (I believe) are in revision now. Since the iron curtain fell, a great deal of coins are being found (particularly in the Balkans). This has changed the entire equation with respect to rarity.
