    It appears to be some kind of "Naval" (Wax?)stamp. The flag is backwards from what is normally shown.
    The 2 missing indents were probably from the handle and meant to prevent from pressing too hard.
    But if pressure was applied to the 'top" of the flag it probably broke.
    Just a guess.

    Appears to be the backside of something with tabs to attach it to cloth or thin leather.


    The flag and fouled anchor together is odd.
