What is this lake erie wood beam? Date?

Has a couple square "nails" in it...and "S" shaped inserts on each end. Any help on identification would be greatly appreciated!Click image for larger version.

    yup... Railroad Crosstie.

The S shaped metal band is to keep the wood from splitting.

Or maybe it was part of a bulkhead wall.
