    Calling all T-Netters

This is not a new find but it has been soaking for quite a while. It appears to be some kind of bottle (?) cap... I can't tell what the metal is but maybe brass This thing is about 4 inches long, it is somewhat twisted and bent, the band looking part is 1/2in wide and the circular part 1 1/4in. The front is stamped Made in the USA around and the H-9 is horizontal with the S & T vertical. The circle back has a softer, maybe aluminum, inner ring. It is all flattened but folds up easily. There are two small slits at either end of the long sides....So there you go guys. Fill me in!

My first thought was an old cigar box band/lable.
Here's a paper example, but you get the idea.

It is Made in the USA the A is at a slight dent and didn't photograph well. BTW it is not magnetic, the soft inner seal (?) just folded up with my finger. I was hoping there was something else stamped there, but alas no. And looking at the ends it looks like there was something else attached to it.
