    Too small for a brooch?

All found this the other day at a home that dates to the 1920s. It is made of brass and a few of the cut glass pieces are still along the rim. On the reverse (9 & 3 o'clock) it looks like where a pin was once attached. At 1" diameter is this too small to be considered a brooch? If so, what is this called? Thanks.

All I plan to show it to a museum curator and jeweler then post what they say.

Update: The curator thought it too big to be a brooch and guessed that it went on a purse. The jeweler only works 3 hours per week now, so they won't have time to look at it. Wi) mark this thread "solved" as I think 1 of the guesses above is correct. Thanks to all who commented.
