Button and 13 star Soviet pin?

I would love any help with these 2 pieces. The pin is about the size of a silver dollar. The button was found in a mining town. Maybe it is Ajax. Thanks!!! Click image for larger version.

The "silver dollar" sized item is interesting, it almost looks like the bust of a horse jockey.
Depending on the thickness and type of metal (looks to be stamped brass wrapped around something solid) so I'm thinking it's a horse rosette.

I'm not sure where you're getting the idea the 13 star pin is Russian.
My first thought was it might be something to commemorate the original 13 colonies in the US... Delaware, Pennsylvania, New Jersey, Georgia, Connecticut, Massachusetts Bay, Maryland, South Carolina, New Hampshire, Virginia, New York, North Carolina, Rhode Island and Providence Plantations.

Thanks Antiquarian! My Granmother mentionioned it might be Russian when she gave it to me. We both thought we saw a sickle on the back. She had traveled there. It definitely can be some USA piece about the colonies. Too bad the mark is not clearer. I was going to sell it and needed some more information. The button piece with a face is the size of a button, but the back seems funny for a button. Thank you very much for the reply!

The stars pin reminds me of WWII era army fatigue jacket buttons.
