    Patent date
Patent Filing Dates: Actual and Effective Date. A patent filing date is the date the Patent Office acknowledges as the date you applied for a patent on your invention. It is important because it establishes who should get the patent first, or what we call priority...

What an amazingly historical shoe buckle find DLMD, so unfortunate that it's not complete.
It's still a very displayable relic with a great story to tell!

I don't think it has any reference to Patent or pattent The first patents did not happen till mid 1800s Wonderful piece. Do not shine it up leave it as is. You will kill the value. I would do a little toothpick work on the back lettering to see if you can get the full makers mark for research.

I agree with trdking and don't think it's patent, but a maker's name, as I don't think patents were placed on things like that during that time period. In my opinion, best thing I've saw found posted on any of the online detecting forums this year. Nothing even close to it in historical significance and a shame it doesn't have more exposure on here.

it could have been made anywhere, i was thinking prob local, research wealthy landowners
in the area you found it, prob not a poor mans item. search shoemakers too.
