    eathabs - Not that I need to , but I do agree you have a suspender buckle.

    rammjäger - I think you have something different... not a buckle part, but a ribbon part. Maybe like the one I made up to show you what I mean... as an example.

    I think that could be it!
    The upper part is/was movable . It could be GAR,because it was found on private property
    near the Chikamauga battlefield. Perhaps it belonged to a CW veteran.....

    I was still so puzzled by this item ,and as I was today so bored I decided to go a little further with it taking a closer look to its mechanism.
    Just look what I found.
    Well,it really seems very similar to the normal suspender buckle's
