is this a c/w shell?

Need help identifying this item.

It was found recently (near water). It is about 6" inches long and 3 1/2" inches in diameter. It was found in an old area. It is very rusted.

I can't see how it could be a cannon shell, but I'm no expert.
BUT, it does remind me of an old water or sewer pipe, which I do know a little about.
