Silver Tea Service Markings

I have an heirloom silver tea service C1859 that has five pieces. Three large tea pots and a sugar and creamer. I have tried to find information on the company it was manufactured from as well as the markings and their meanings. The pieces are stamped with Meriden & Co and Meriden, CT. The word quadruple also appears in circles. There is also the number 1940 stamped on the pieces, but since I know this is not a manufacture date, I have no idea what that means. There are also what appears to be the scales of justice in a circle. Can anyone tell me what any of these markings mean?
