metal detecting permits?

I have been wanting to get into metal detecting for a long time, and im considering buying a detector, but I heard
something about a permit being required on state and federal land?!!!, if true then how long is the permit good for, and how much does it cost?, im in Arizona and I know there are laws against digging up Indian artifacts, but all I want to do is search for gold nuggets in dry washes.
I also hear that one must get a permit to just "walk" on
state land!. is there any truth to this?.
One more thing, I found a bounty hunter pioneer 101 detector at a local pawn shop for $60, would this be a good detector for finding gold nuggets up to 7 or 8 inches or so deep?, I would like to buy a detector that will give me a realistic chance of finding gold, and have about $300 to spend. Thanks in advance
