Difficult to tell from your pic... Are those hands holding a child on the midsection of the figure?
If so, it maybe Pacific northwest tribal piece. I also think it's a bottle top of some kind.
Possibly a type of ball from a Brunswick musket. Called a "belted bullet", I believe. It was an attempt at making British infantry weapons "rifled" for better accuracy. Circa 1840.
However, it was difficult to load and had a short lived military career.
