Weak centers are very common on coins of that age, for reasons relating to the quality and tempering of the steel used to make the dies, and to the die cutting itself. If you want an easy-to-find bunch of examples, look up Bolivian 8 Soles on fleabay, noticing how many have fully struck-up centers (virtually none do).

(They were really sueldos -- not soles -- but nobody seems to regard this as important enough to call them by their right name).
