Here's a 2010 Quarter with a small cud right below George Washington neck where the FS is. Is this considered an error?

It is quite possibly a piece of metal from another coin that was struck into the Quarter! It is doubtful that it is a result of a chip out of the Die but that is possible. If the piece appears under strong magnification to be part of the coin, then it is the latter. If it appears to not be a part of the coin and almost appears to just sit on the surface, then it is the former.
