It looks like it use to be a Victorian picture rail hanger. Same design at any rate.

Looks like a copper shaving from a chisel or maybe from a large planer, or shaper. They can take a bite like that.

I will add some more pics tomore when I clean it up it’s really thin it was rolled up I had to open it up
