Antique Military Button Civil War WWI Help Identify

Hi and thank you in advance. I have this antique Military Button. Not sure what I have. It’s real small and not your typical military one as has 2 holes. On back has wording around edge but cannot read as looks to have smoothed out? I’ve seen some civil war ones with same pattern on front. But who knows. Any help is appreciated.

It is a Great Seal button and probably military but I can't find a similar one right now. Just going by the design and construction I would venture to say that it is a pants or shirt button and the rounded rim would date it between 1910 and 1927. But, I am wrong a good deal lately so maybe someone else will chime in and either support or reject my identification. You might try rubbing a little flour over the backmark to make it more legible.
