I don't think it came off a scale, rather a light weight version of something.

Whatever it is, if it was Patented in the US, it will be described in Volume 75 of the Official Gazette of the United States Patent Office.
Volume 75 covers patents issued in the three months April-June, 1896,

I checked two places online that have this document scan, and both are missing the entries for June 9, 1896.
Patents were indeed issued on June 9th, so at least the date is valid for a US Patent.
It is strange that both online document repositories exhibit the same scan problem.
Maybe the original hard-copy printing of the book just doesn't contain those pages?

I also checked Vol-76 at both repositories and they begin with patents issued in July 1896, as they should.

I'd originally thought of maybe a part from a Blick Featherweight typewriter, but noting that the picture on it indicates that it itself is "featherweight" I sense that it's not a part from something complicated, but more like a garment fastener of some sort. That is, why bother advertising that this one small part of something is featherweight unless the part itself would usually constitute a fair amount of the overall object? Does that make any sense? I think the patent is just for this (fastener?) rather than a more involved mechanism.
