It's a little keychain knife marked ROTC, I can't find anything like it. Curious if there's anything I should know about it before tossing it up on eBay

As a knife collector I've seen a bunch of these over the years, but it has been a while. They were not made by a knife company and don't have a backspring like a pocketknife does. With the nickel or chrome plated steel and the tubular rivet construction, they are much like a set of nail clippers and maybe a company that produced that sort of thing made them. I agree with tamrock in guessing 1960s-1970s.
