I thought it might have been from the Sturmey-Archer company that made bicycle parts, but a search didn't show it.
Now that I know it belongs on a metal cabinet, it has a home on my shop toolbox.
I am guessing it is a one of a kind broach. Could be a type of costume jewelry. The red pattern is in Art Deco style in the background. Maybe google, "red and Jade" jewelry?
