Don't use a vise you could easily damage it.

Have you tried putting the shaft in hot soapy water and letting it soak for awhile? You can also put it in a freezer for about an hour then try to remove it. I suggest you remove coil and put long bolt through coil connector to work with so you don't damage the coil.

The problem is the sand in the shaft has caused it to become frozen. Really need to clean shaft regularly of sand, but don't put any grease on it as that attracts sand.
