All I can think of ,is it is something to snake down a drain or pipe and then when you pull it up the spikes pop out and snag what you are trying to catch...or maybe for snagging something out in the water....so you can throw and then drag it in......

Could it be something designed to rappel a rope or cable over a limb or onto a tower or rooftop , so it "grabs" and holds the rope up there ,until you climb up?? I don't know, just a thought. Or to toss a rope line across a river or crater....to get your line over there???

When you look at it closely you see the main shaft all the way in, (no spikes) pulled all the way out (spikes)
Is it spring loaded so that when you insert it into something it will travel, then when you pull it out the spikes
it will catch. Humm, its bound to be a puller-outer. Thats the ticket, it's a Puller-outer. I'm not giving up, but
thats just my 2 cents worth. >:( >:( >:( ???
