✅ SOLVED Brass Medallion, Native American Treaty?

Found this medallion about 8” deep at an 1800’s-1920 site today, W PA. Seems to depict a Native American and a Settler. Eagle above the shield with a windmill. Initial thought are some kind of peace treaty medal. The location is near the far western border of the Treaty of Stanwix 1784 line. My guess is a 100 year anniversary medal, so 1884 time range, but just s wild guess. Or could be a simple Roy Rogers type fan club prize from the 1900's? Anyone recognize the medal or symbolism?

That's the seal of New York City, adopted in 1915 (and modified in 1977) or at least a version of it:



It was adapted from earlier versions all the way back to 1654. A little Googling might get you to a date for an earlier design which matches yours.
