It definitely has that "bicycle wheel / fork" character aspect going for it.., but obviously that's not right.
But -- maybe something along those lines?

I'm trying to picture this with a wheel of some sort...

Might be the end of a transom stick used for opening and closing the old over the door type windows.

Looking at it in my hand, it appears that the slotted part would slide onto a piece with indentations that would line up with the cleats. It could then be tightened down at varying angles.Then, another part would attach to the shaft somehow. Also, the cleats are taller near the open end and get shorter as near the closed end.

Is there any wear to the inside of the hook portion?
I'm thinking the stub had a grip and was the handle to make the adjustment with, of whatever it was adjusting??? ...and the "hook" was pushing down on something. Sort of similar to how a lawn mower wheel height adjuster works... sort of.

No wear to the inside of the hook that I can tell. The round shaft has wear on it and there is some damage to the shaft end. Other than that the rest of the piece looks clean and sharp.
