Having troubles identifying this Rosette. I think is Pre-Civ. Any thoughts?

Interesting find... What strikes me is the stars... or shall i say the "looks like" stars... but not quite.

this throws me... if it were military the stars would be stars... not snowflakes.

But ?

There were some other interesting find at this location... mainly a few Western Military Institute buttons. This location is roughly 2-3 miles from the original location of WMI. Im thinking Ky Militia... but I dant find anything to compare it to

I can only count 9 star/asterisk on the rosette.
So using this it would be in the time frame of General Jackson which would be in the 1860 era.
I would think maybe confederate as well.
Not really up on the civil war history-just my thoughts on top shelf recovery.
He's an image on a flask/Jackson was also on the flasks.
Though the eagle is facing right-it has the 9 stars which depicts confederate.
