I was told at one point (maybe on here) that this was a buggy break tip. Any other thoughts.
Any idea what the word(s) are on the one side?

Top pic, a letter is missing, but I bet it says DUKE.
There was a Duke name associated with whistles.
Again, topic, under what looks to be an Emappears to be the number 19.
At the far right of the same pic appears to be the letters CO, or SO.
