Button or something else?

I dug this up at a house a few days ago. Any ideas on what it might be?
It?s the size of a button but has a notch that looks like a screwdriver might fit in it.
The backside has an unusual shape as well.

Maybe a screw in hole cover for an electrical box?

Looks like a pot metal toilet seat bolt . At one time these bolts were solid brass so they wouldn't corrode . as time went on and things got cheaper they were often made of pot metal that would corrode ,so to change the toilet seat you'd have to saw through the bolt just under the head.

I don't know what it is, but the design looks suspiciously much like a whale!
