I,ve seen pics of tools like that used as fish catching devices.Line was fastened in the middle and when pulled the device would lodge crossways in the mouth of the fish.At 8.5 inches however it would be for a BIG fish.Another possibility,a Polynesian tattoo tool.Way out there I know but a maybe.

Bone hair pin or pin for any number of uses. Very common find here in Florida. Used by Native Americans for thousands of years. 20201212_131331.jpg

Alligators and Crocodiles have been caught this way for centuries....so that's a possibility.
