I was told this is a old colonial shoe buckle? If so, any info on the date?

Looks like you've got a colonial shoe buckle frame. Nice find. I'd say late 1700's :occasion14:
 

Most definitely!! You can see the two holes in the middle where the pins of the tongue and chape would have been inserted.

Toward the end of the 18th century, the pin terminal did not go all the way across the frame. So I would think yours is a little earlier, maybe 1750-1780.
