It’s a Sunday school attendance badge for the Congregational Church:

Difficult to date. There may be other makers, but this one is marked ‘D.C. COOK – ELGIN’ on the back:

The Sunday School teacher David C. Cook established a Christian print shop in Lake View, Illinois in 1875 to produce the first pamphlet “Our Sunday School Quarterly”, and then a large plant on Lincoln Avenue in Chicago. He moved to Elgin in 1882, and the business ultimately relocated to Colorado in 1995. The company became the largest interdenominational religious publishing house in the US, also supplying associated paraphernalia such as pin-badge awards like this.

They have these for a number of denominations. I have seen them for the Lutherans and I have a bunch for the "Reformed" church that I got in a lot of religious medals. Some of mine are part of the "Little's Cross and Crown System" and some are gold filled.
