I'm not sure if this is the right place to post this. I did not find it metal detecting. It was found washed up along a waterway in California. I have read about back scratchers that were used in China to detract fleas off of Cattle. I am clueless though. It does seem to have carp scale like carvings and I also read that the scratching part was sometimes carved to look like bird talons. Also looks like it has a nice patina.

Any help would be appreciated on an I'd!
