Possibly a representation of King Tut?

Maybe the remains of a brooch that had stones in the holes.

Do a Google image search on "King Tut brooch". You'll see hundreds of different examples.

The OP said the pictures show both sides and that they are identical. If you look carefully you can see the wear on the metal is different on one side versus the other.
