The buckle is a unique find, I wonder if it's a 'buckle shield'... is the crotal complete? :thumbsup:
Here's a couple I found years ago.

I believe a buckle shield yes - someone posted the exact same one recently; said it was late 1800s. Unfortunately the bell is broken; about 60% there. Heavy though - believe it is brass. Has some nice design on the bottom.
