Any thoughts on what this might have come from? Found near an old sports stadium, not sure if related.

July 17th, 1883
Aug 6th, 1889

Doing a quick search on those dates it very closely coincides with Jack the ripper murders but im sure thats just coincidence but still interesting.

I noticed that too! I'm near Asheville NC if that helps with the cross reference.

That was my first guess too. However, US patents in that era were given the date that they were published as granted in the Patent Bulletin, and that only happened once a week, on Tuesdays. A patent could have been granted on 17th July 1888 but if that second date is 8th August 1889, no patents were granted that day (only dates of 6th, 13th, 20th and 27th would be possible for August).

A date of 8th August 1899 would be possible, but that third digit in the second year seems to be an 8 rather than a 9 as far as I can see.

Possibly the dates are July 17 1883 and Aug. 6 1889? Those two dates show up related to improvements in water meters by Lewis Hallock Nash and the National Meter Company of New York. But I haven't been able to find a match to your piece.

It does look quite like maybe it could be an old water meter cover -? With a designated serial number also being used for those. This is just a guess
