It almost looks like dried clear glue my wife gets nickels in the mail that have glue on them from being stuck to the paper. I don't know why companies do that. Or it could have been in a gift card for a birthday?

It definitely isn't glue, it's part of the nickel but, thanks for your feedback.

Is the area depressed into the coin or are they raised?

I can't find any nickel references online to a plating? It just says 75% copper, 25% nickle.
