Dog tag and a Ferrari

I went to a new permission site today. A house built in the 1920s.
This is what I found
1. a 1941 wheat penny and 5 Lincoln pennies.
2. a 1990 Hot Wheels Ferrari.
3. a brass hair clip
4. a round brass "E". It is the second one I found.
5. a brass tag that reads "Ivan Ross Cabot, Ark.
6. an Arkansas Game and Fish Commission hunting dog license tag for 1968-69.

My research says that Ivan Ross was born in 1906 and died in 1982 in Cabot, Arkansas, at age of 75.
What do you think the tag was attached to?
The dog tag is pretty cool. I didn't know that hunting dogs required special tags.
