Dug this pen about 6 inches deep along the river in Pa. Pieces of gold started to flake off of the top as I was cleaning it. 3 1/2 inches

I think you'll find that's "gold-tone" plated. It looks to be Helena Rubinstein's trademark on the end. They still use the conjoined 'HR' today, but with a different font style, and it has varied slightly over the years. This is the mark registered in 1974 (and used in commerce unregistered from 1971):

I believe it's an eyebrow pencil, similar to this one (note the spiral running the length of it, which is visible on yours):
