Early buttons and interesting lead seal

Havent had any luck finding new sites along the water this fall so I havent been hunting much. I did get out today at my old standby site. Got a wasted copper a few ca 1700 buttons and some sort of lead seal with a crowned lion on one side and a bust on the other. Doesn’t look like any cloth or bale seals Ive ever found or seen. Anyone?

Thanks, its probably William III based on the history and finds from the site but not sure if its actually a cloth seal
