It looks like a penny may have been placed in the center of a copper washer that was slightly thicker and then pressed to crimp the penny tight in the center. Maybe it's an attempt to create a coin operating machine slug.?

I'm trying to figure out why the thickness of that outer parameter ring around the penny on the heads side looks thinner then the tails side. It's though the diameter on the tails side would be larger than the of heads side. Sometimes just doesn't look right.
The back is lapped over the edge of the coin while the front is an inlay. Guess they needed that back flange to mount the coin to.

I see that now. What ever the purpose someone created it I can only guess. As for the value that be something I can't say, other than it wouldn't be worth much to me.

I don't think that type of bezel is all that unusual, just kind of bulky and crude looking. Here is one similar in design, albeit a bit fancier.

Very simple inlay,

Not a mint error.

Not damaged.

With any of several types of attachments, a pendant would result.

Other attachments can give you buttons, pins, cuff links, etc.

Ran into a few hundred at an antique store several years ago, but these were all IHC, not Wheaties.

Time for more coffee.

The damage on the coin reverse looks to be post-mint damage to me.
