thats a off center die. they are pretty common and really aren't worth anything unless they are really off like the one above, sorry to tell you but that is worth one cent

Can't say for sure without seing it closer . But the blank that a coin is minted on is called a planchette. If the planchette is thin on one side it is a true mint error and can be noticed by the weak strike on the thin edge. Either front or back or both.
