first rosette

This was found in sussex co. Delaware. I have found several items from early 1900's in the same area. Is there any significance to the symbol? Thanks for the look.

If you were to turn it the other way it looks like it could be a script S. Depending on how it attached to the strap, it could be the owners initial ?

Not really, it depends on the direction of the leather strap. He is right the 'S' is either the owners initial or very rarely its the horses.
