Found Antique Bell, can anyone help ID?

Hello, new to the forum. Hoping someone can help me identify this antique bell (At least we assume it's a bell) we found on our NH property. There appears to be "EV" carved into 2 corners, not sure if that would be a maker mark or something else... There's also a metal rod with a loop on each end attached. It's bent at90 degrees and looks like there may be a piece that broke off? Here's a few photos, and help is appreciated!

Thanks for all the replies everyone! It does look like a bronze wind chime or wind bell like a couple of you mentioned. I never would have thought to look for that, very helpful.

There is no clapper or any other piece on the inside. I might have to do a little more digging around that area to see if there's any other pieces now...

This does remind me of a joke though. Go figure.
